Autonomous Systems Directorate owns the Night Ash response, while Treasury Control keeps final spending authority. Every agent will receive a single-task mandate, a maximum transaction value, an expiry time, and a human signer. An agent may hold an identity and produce a research record, yet ownership does not grant unlimited action. Physical robots face the same rule: completion must be inspected before payment, and equipment records cannot change because a machine reported success.
The first route will ask one research agent to price a replacement component, one robotic unit to install it, and one payment service to settle the approved invoice. Three different operators will authorize research, accept physical work, and release funds. A successful route will pay verified work once, preserve reasoning and inspection evidence, and close every permission afterward.
