The hardware can observe almost everything around a moving vehicle. It cannot, by itself, decide which observation deserves command authority or preserve the evidence after a disputed maneuver.

That combination is useful only when privacy does not erase custody, timing or the ability to reconstruct an authorized decision.

Every run will bind one sensor digest, one operator identity, one vehicle state and one settlement receipt to a single incident record. Raw feeds may remain compartmentalized, but the record must prove what was available, who acted and which version survived after a route crosses an administrative boundary.

The first exercise uses one car, two adult operators and three independent sensor packages on a rain-dark service road. Command will remove one storage endpoint mid-run, delay one cross-chain receipt and restrict one evidence segment to a named reviewer. The trial passes only if the remaining record reconstructs the same maneuver without exposing the protected segment to the wrong role.

Their value is not decorative storage capacity; it is an operated responsibility for making required data available under defined failure assumptions. Night Ash will adapt that discipline to route evidence while the production chain integration remains in BUILD and every public capability keeps its declared state.

The result should let crews move faster because memory no longer depends on the loudest witness. Forty recovery drills will establish the first threshold: identical incident hashes, complete custody transitions and no unauthorized disclosure. Once that threshold holds across two failed endpoints, the Archive Directorate can extend the same method to equipment history and mission settlement without turning every private movement into public telemetry.
