The organization will record these parameters as dependencies, monitor changes, and refuse any route whose settlement identity cannot be independently checked.

Privacy remains part of the architecture but not an excuse for opacity. A service may conceal transaction contents or operator details when policy requires it, while still exposing the fact that the correct role authorized the correct action within the correct limit. Compliance Office will test that distinction with a protected personnel payment and a public procurement record. Both must retain a recoverable chain of responsibility.
