Binance Confirms Partial Withdrawal Recovery
A November 3 update confirms the November 1 reopening and outlines another phased rollout, without declaring all transfers restored.

Binance’s November 3 recovery update confirmed that selected asset-and-network withdrawals reopened on November 1 and announced a further rollout beginning at 04:00 UTC on November 3. Availability remained conditional on checks for each pair, with deposits still open and temporary processing delays possible. This changes the operational picture from the earlier suspension, but does not establish universal withdrawal access or a completed incident investigation. For an account holder, the relevant test is the exact asset and network on Binance’s withdrawal or network-status page; one reopened route does not prove another is available.
The exchange’s official Chinese-language channel also listed USD, AED, VND, PHP and IDR fiat withdrawals as restored. That is a provider statement about supported currencies, not a guarantee that every customer or jurisdiction has access.
