NEAR Issuance Ramp Passes House of Stake Vote

The vote advances a 24-month reduction from 2.5% to 1.6%, but does not itself enact the protocol change.

House of Stake marked HSP-029 as succeeded, advancing a proposal to reduce NEAR’s maximum annual issuance from 2.5% to a 1.6% target over 24 months. The proposal keeps the existing 90/10 validator-and-treasury split and includes a one-quarter grace period after ratification. The vote is a governance milestone, not completed implementation: House of Stake’s process still calls for a 14-day Security Council review, and the forum proposal says validator adoption and a standard protocol upgrade are required. That makes this a substantive step beyond the earlier discussion-stage proposal while leaving the effective schedule dependent on later ratification and deployment.
