Shorter BSC Blocks and Agent Deal Evidence

Throughput, finality and dispute resolution are separate properties.

The BSC performance account reports 450-millisecond block intervals and benchmark throughput near 5,200 transactions per second, with a further twofold mainnet increase described as a second-half target. Benchmark capacity is not a measurement of sustained useful traffic. Separately, a proposed Internet Court skill connects agent identity, terms, payment, execution and disputes. Faster blocks do not make those agreements fair or final: expiring quotes, signed conditions and retrievable receipts still determine whether a disputed sequence can be reconstructed.
