Arbitrum One's reported Aave v3 total value locked of $728 million describes deposited value, not immediately withdrawable liquidity or independent lender count. Utilization, collateral composition, concentration, bridge dependencies and withdrawal conditions determine how usable that capital is under pressure. Legal access and liquidity should be examined separately: a large balance cannot establish jurisdictional permission, and a change in legal classification cannot guarantee a liquid exit.
