Unanimity does not lower the delivery standard. Each action needs its approved scope, responsible team, dependencies, deadline and independently inspectable completion record. A delayed action should remain visibly open; three completed actions cannot be reported as four, and a later emergency change needs its own authority rather than an expanded reading of the original vote.
