DFINITY's discussion of cloud engines, open SaaS and an open-source exchange stack presents them as starting points for enterprise and sovereign services. It does not identify the exchange stack. Open source helps, yet a repository alone does not provide trained operators, reproducible builds, independent keys, monitored infrastructure or an exit plan. Matching, custody, settlement and policy enforcement remain distinct responsibilities even when one package supplies several layers; sovereignty depends on the ability to inspect, replace and recover them.
