Protocol 28 adds consensus and Soroban migration tools; operators still need compatible software and synchronized clocks.
Stellar scheduled the Protocol 28 “Adapter” mainnet upgrade vote for September 16 at 17:00 UTC. The release combines a consensus change that lets validators begin voting before receiving a complete transaction set with Soroban functions for atomic contract-fleet upgrades and more tolerant data-schema migration.
The practical value is operational: contract teams can update related contracts together and evolve stored data with less risk of trapping old state. The upgrade guide also requires current software and synchronized validator clocks, while some performance gains arrive only as parallel downloading is enabled later. The announcement marks protocol availability, not evidence that applications have already adopted the new functions.
