Referral qualification tightens while payout risks remain

A new Ex Populus referral notice specified 0.002 ETH per qualifying invite. Both participants needed verification, a selected community role and accounts at least 364 days old. The notice allowed bans or discontinuation for abuse. Account age was an eligibility condition, not proof of a unique person, and the stated rate did not make every invitation an unconditional payment claim.

A separate SOL reward notice that day warned of possible failed transactions, attributing them to Solana network issues and stating that compensation would not be provided. This was a program warning, not an independently measured network outage. Eligibility controls and successful settlement therefore remained separate risks within the publisher's incentive programs.
