Dencun update targets lower claim costs

A Xai community announcement reported completion of the Dencun upgrade and said claim transactions should cost 3 US cents or less. The statement attached the expected cost to claims, not to every transaction type on the network.

For recurring claim activity, lower fees could reduce the cost of participation. The announcement was not a transaction-level fee study: it supplied no sample size, before-and-after series or distribution of paid fees. The useful research distinction is between an announced upgrade and measured savings after it.
