A second notice said XIP-1 was published on the governance portal, with voting due to begin in 3 days. It directed users to review the proposal and arrange delegation. Publication created access to the proposal text; it did not mean ballots could already be cast. The subsequent correction to the waiting and voting periods belongs to its own later update.
