Vanguard revival request is directed to the proposal process

Community member rupeshchy.eth asked the team to run another Vanguard campaign. Diablo suggested submitting a formal proposal in the ecosystem proposal channel. The exchange records interest in reviving an engagement programme and a route for presenting the idea; it contains no approval, launch timetable or new reward allocation. A request to discuss a campaign was not a commitment to fund it.
