On the proposed 100 million tokens for ecosystem incentives, Soby said issuance could be scheduled or follow demand rather than occur all at once. He also acknowledged that additional minting could accelerate emission-halving events. Phasing changes the timing of dilution and rewards; it does not erase the proposed supply expansion. A useful assessment needs both the authorization ceiling and the eventual minting schedule.
The message targeted submission of XIP-1 for voting no later than February 24, 2025, with website access and setup guidance to precede it. This creates a dated operational commitment to compare with later notices. It is not a ballot result or proof that registration and voting were already available when the message was posted.
